It's my understanding that you're supposed to consider exceptions to things like minor old criminal infractions, or it could be seen as discriminatory, but the political climate for that may have changed somewhat recently. 

Sadly, most PM's are terrible, some are straight-up criminals, and only a very small percentage are any good.
