There are great tax incentives for investors in those areas and the government has expressed interest in gentrifying those zones. 

Has anyone bought a property or house hacked with the Express purpose of just lowering your monthly mortgage payment?

If the property sits for a bit and the broker knows you have expressed interest in the past, the Seller may be willing to deal.
