The numbers look decent but should I increase anything and is it normal to come in and hit tenants with a fee that they currently don't pay (water, garbage and sewage), which would be an $83 fee.

Plus, if you're buying from a wholesaler, they will likely just be assigning the contract to you which means there is going to be an assignment fee built-in to the price and the bank isn't going to finance that so you'll have to come out of pocket for the cost of whatever that fee is (usually at least $5k).
