A few PHAs will deny rent increases when they're submitted if they feel they are unreasonable for the area, so YMMV.

The house's electrical system seems to be functioning properly, but given its age, we're wondering whether it would be beneficial to replace it entirely( I.e update the whole electrical system) My question is this: Would installing a new electrical system increase the value of the house and make it more appealing to potential buyers?

Certainly increased given the market conditions and the advertising its increased. 

Any insights I'd love to know what makes it attractive.

I'm wondering how risky/wise it would be to increase my budget to $550ish knowing that I'll be earning rental income to help cover the mortgage. 

Having paid off RE eventually cash flows quite nicely :)  Yes very wise words,I question if I'm risking too much using a HELOC.Debt increases risk AND reward.  

Has anyone used crowd funding or perhaps a private equity reit to fund a deal in the 2 million dollar range and if so how did you set it up and make it attractive to investors while keeping it profitable on the back end to actually run and maintain the property correctly? 

The inclusion of additional units could potentially increase my qualification for higher-priced homes, contingent on the rental income they generate.
