Her tenant(s) will continue to pay his mortgage which will amortize and add equity to his asset which really comes at no cost to him.We don't have the full story and maybe there is more to it but based on what information is provided I would say his best option is to keep the property providing he can weather some maintenance and vacancy costs in the first year or two until rent increases kick in and make up for any temporary cashflow shortfalls.

And @Nathan Gesner had a good suggestion about buying a 4 plex but hard to find anything decent on O'ahu and almost impossible on North Shore.  

These kind of RV parks may have originally been more of a temporary solution, but because of location have become a permanent living solution. 

You do have apartments in Wilmington Newark, Dover, and some areas around the shore, but it's not as many larger complexes like you find in some other places.All that having been said it's purely anecdotal.
