Colorado is an icy place in January, and conditions can change within minutes so it would be unreasonable to expect an owner or HOA or plow company to monitor ice around the clock.

It's slow and labor intensive, but one thing I've done is use craigslist to monitor what things are renting for and how long they're on the market.You can use Evernote web clipper to save new listings (with pictures) in an area you're interested in, and add tags with the number of bedrooms and price range.

What I have done on the last renovation was, my Property Manager (acting as Project Manager to manage the Contractor) had placed materials in a cart on Home Depot or Menards for me to pay the bill direct so I could monitor what was being purchased and they would pick up materials at the store.
