As far as I can tell, rents can be increased moderately and, with new management, expenses can be reduced.

And real estate is a hard asset, that becomes more desireable when the economy and the stock market look a little rough.I live, work and invest in Milwaukee and home prices here are still very moderate, even though we have seen a 13.4% higher mdeian sales prices this August compared to last.

My strategy is to have enough units paid off to maintain my personal lifestyle and have the rest of the units with moderate leverage. 

Then I buy up whatever I can and do a moderate rehab myself .
