Do the units each have their own thermostats?

Either a bad capacitor, contactor, thermostat etc.

One HVAC unit services both basement and main on separate thermostats... 

If you're looking to save heating costs in the future I recommend installing a locking thermostat, or a thermostat that only goes up to a certain temperature. 

Ring doorbell, Nest Thermostat, (I forget the brand but) smart wall plugs/light switches got A LOT of attention in our latest rental and cost very little.
