Some of the laws in NY changed recently and you are required to obtain a certificate of no harassment, No permits will be issued until it is resolved.You will need to work with the current tenants for this certificate to be approved which can take up to a year or more, Definitely something big to consider.

Your best bet is to contact the County you plan to build in (Miami-Dade County or City of Miami) and see if a stamped set of plans is required for the development of land and building Deparment permits.

Was a building permit issued?

I suppose we don't get many workers but that is not what the house is for. :)With an all in one from the service provider, they can reset it as needed and work on it for you. 

You can't jump ahead to the building permit until the ZP is issued. 

You’ll also want to start fixing the house by hiring good workers to make it safe again.

Poor management of contractors, permit delays, or running out of funds can extend the rehab timeline, costing you money.

Not to mention things like septic permits that used to take 6 to 8 weeks are coming back in 1 or 2. :-)I like it slow and steady. 

It's definitely more common up there (Gilpin County where the regs say you can camp for 30 days with a camping permit and neighbors are typically less likely to complain/ code enforcement is less likely to notice and enforce).
