I am looking at structuring a deal and I'm worried the DSCR will be too low and the deal may benefit from restructuring by purchasing the 2 vacant out of the 12 otherwise occupied units with hard money as opposed to trying to purchase all 12 with a institutional loan just because I'm worried the 2 vacancies will drag down the DSCR for the new purchase.    

As opposed to using your 401k and paying all kinds of penalties?

First and foremost, as you're changing out the locks on the doors, install doorbell cameras on the exterior to cover entrances in/out of the property.  

You want an LLC for ease of administration, trusts are kind of annoying as they can act as their own taxable vehicles as opposed to single-member or pass-through entities that an LLC can provide.

So if you build a manufactured house and upgrade everything to 2 x 6 exterior, 16" on center, 2 x 4 interior 2x8 subflooringupgraded to Wind Zone III, trailer hitch wheels removed and set as a permanent structure on n a permanent concrete foundation.

Those floors look nice enough as-is that I would focus on minimal repairs as opposed to a full refinish.

The maintenance differential between a single-family and a two-family is twice the mechanicals, but the same amount of roof, exterior, etc.

I would if you have a lot of time on your hands now its a good idea to go back and get a w2 gig for active income to help you borrow money using conventional mortgages as opposed to using more expensive money like hard money or DSCR loans.
