I submitted an inquiry on their site and have been inundated with call and emails from various lenders.

I know this because we sat down and looked at her credit report in the Mint app (a soft inquiry, and yes I know it only gives data from 1 agency but I don't expect the other 2 to be vastly different).

You are just getting inquiries from people who aren't qualified. 

You can get on their listserv and view all of the daily emails on inquiries and advice from the many experienced RE investors in the SJ and Phila area. 

Been in the market now 3 weeks with very low inquiry rate.

Over about 2 years I have gotten inquiries 14 times.

The PM list one unit on a VR site and when that books they just keep taking the inquiries without paying anything more than the person who has a single listing.

This is a real estate discussion board, and I believe members are free to share whatever experiences they have, particularly in direct answer to OP's inquiry. 

However, I noticed that a lot of the emails (even replies to my email inquiries) seem to be "mass emails" not sent to me personally.
