I've contacted the police about the glass pipe and requested more patrols.I have been thinking about putting a sign on my building, "This area is under video surveillance", or something like that.  

@Kirk Perecich a HUD special agent would simply conduct/set up technical surveillance for a bit and watch you go home to your residence.

If the police already have the property under surveillance for the trafficking of drugs, you may have already lost your property for failing to report it.  

Upgrading the building to first class living space with amenities such as super high speed internet, (Fiber optics), state of the art security surveillance system, etc.I would fence the whole compund and have a pedestrian bridge built overpassing the street, from the college grounds directly into the compound area.

Some video surveillance is onsite, and that has provided some footage of the perpetrators. 

If you offer WiFi, you could buy a ROKU TV on black Friday or cyber Monday (I'm seeing REALLY Netflix account (or upgrade your own Netflix to a family plan that costs $15 per month). 

Perhaps a note in private remarks as well as one on the back door that reads "NO UNATTENDED CHILDREN IN THE BACK YARD UNDER ANY CIRCUMSTANCES, AREA UNDER VIDEO SURVEILLANCE".

I plan on installing surveillance cameras in the common areas to monitor this and the place generally.

I manage/own an 80 unit complex and found that nothing works like surveilance camaras with the monitor visible to anyone walking into the office.
