Its not a fun issue , but I deal with it constantly.What happened is the  Pink paint below the brown paint is probably an oil base paint and the brown paint is a latex based paint!

If you're willing to consider other areas then you may be able to find something that works on the west side of the city around the pink line tracks in little village or nearby spots which would pretty much be c class areas

For realtors who are also investors and have been in the business for awhile and know how to determine if a property will be a good rental, I would suggest Premier Point Realty which literally is a brokerage of investors, Homestead Realty (Nicole & Mike Borowski or Phoebe), Marcus Auerbach, Daniel B Milwaukey/Modern Milwaukey Realty, Saharah Ali (Sahara Sells) or Michael Baron who also owns PMI Property Management.
