We set up a high end, custom mobile tiny home @casitadevenado it has a beautiful view, Gazebo with hot tub and gas fire table under the gazebo on the half wrap around deck.

@Josh Blades - First, if you plan on growing more, I would suggest a 30 year fixed, but paying it as a 15 year.  

Appliances included, fire pit, deck, garage, security system, pets etc.

Upgrades that help keep long-term tenants, in my experience: decent counters & cabinets, a fenced-in yard (privacy with landscaping a bonus), off-street parking, flat outdoor entertainment space (deck, patio, etc), low utility bills, central heat & air, dishwasher, no carpeting (hardwood or laminate floors), main floor washer/dryer hookup, good storage (clean dry basement/attic, storage shed, etc) .

We want the mobile homes in good condition, lawns mowed, decks painted and fixed, ect.   

The current condition is HORRIBLE, it needs a roof and when I say roof I mean it needs trusses and decking. 

Some of what you say would be better handled buy the trades themselves, a bad roof with mold in the attic is likely one issue needing roof replacement, get a roofing estimate including wood decking because if it is deteriorated it needs replacement (inspector report should make this clear). 

We gave the whole house a full refresh, including interior and exterior paint, flooring, updated kitchen and bath, and a new deck.

The association is currently in the process of acquiring bids for residing both buildings entirely and rebuilding 3 story decks that have rot.
