Generally speaking if you have a problem (mold, meth, etc) and you have it professionally remediated, you don't need to disclose it.

Your rents are low and may go down as well.You buy a 10k property in a crappy neighborhood and the amount of rehab you have to do is probably in the neighborhood of 60k- 70k or more (roof, furnace, wiring, plumbing, mold remediation and other things to bring it up to code).
