For close proximity to San Juan and the tourist mainstays: casino, beaches and other entertainment the Condado area is ideal for a condo, multifamily or apartment but limited on the deals at the moment.   

I would like to establish a relationship with an investor who will at least entertain a deal before I go out and get a seller on contract.

some do some don't... the idea of making multiple low ball offers is not anything most agents would entertain.. as work/reward is very low... if your strategy is to make numerous low ball offersyou should get licensed and do it yourself... you may find an agent to do that.when I owened my brokerages my agents would be contacted ( usually after a guru came through town) and you would have new investors talking big.... 

The Baltimore City Council has also entertained some restrictive Airbnb measures as well but they seem to be tabled for now.I was referring to Fells Point, in Baltimore.

One thing you could do to prepare would be to list your property and entertain offers with contingencies that give you a floating closing date or place significant earnest money in escrow until you can find and contract your replacements.It's a sellers market so sellers aren't as likely to give you a contingency to sell your property.  

There are other things to do in the West Valley other than go to the Tanger Outlet Mall and the Westgate Entertainment District.

Does anyone out there know where one could entertain the thought of a low down payment with a 2-4 unit multi-family property located in PBC?

Well, this year we reeeeally didn't want to leave so we entertained the idea of moving there for about ten seconds, which is all it took for us to realize that the Gulf is where we want to be.

Other than my job, my only time commitments are the gym and my girlfiend who I live with so I'm confident that I'll be able to devote the time.Having recently read Think and Grow Rich....I'm not really entertaining the idea of not being able to do it :D
