How about offering able bodied welfare recipients jobs working on these programs IN EXCHANGE FOR THEIR CURRENT WELFARE PAYMENTS?

My background included Construction 20 plus years ago, Military service in Naval Aviation, Truck Body Industry Management, and my current source of income managing a Mobility company that converts vehicles with physical challenges to drive with safety and comfort.

I also have a nice fat $80K HELOC that I use to help fund investment purchases as needed just by going and asking for a check then paying a modest 2.25% interest only payment while the money is out (nothing when it isn't).

What's a body to do?

Goals:I want to own a fat portfolio of income properties in my life. 

The rules are still new and the body of law coming from the litigation of those rules is not understood well just yet so much of this is CYA type stuff.

Our cat is still fat, but she seems happier.

If I fix even a small software bug or complete a training run or heavy lift, I’m likely to raise my hands into the sky for a full body stretch, put on a huge smile, pump my fist and say YESSS!!!!!
