If you do put it under contract get an estoppel letter signed by all tenants telling what the rents are and what the security deposits and any verbal permissions that the landlord has approved.

I would get a cost of the sprinkler system install and figure out from there but apply for temporary permission to get power back on to the property or find some other means on how to get hot water for building or your going to have a host of other problems.

You would have to get the borrower's permission to talk the all lenders and lienholders and get the info from them.Loan balances are indeed private info that is not publicly available.
