And I may be wrong, but I think I remember someone saying a VA loan is a special type of FHA loan, but don't quote me because that info could be garbage.

I know mine must reimburse me for any fines or fees from the city (leaving garbage cans out, not mowing lawn, etc.) or HOA violations.

But I do specify that I am not responsible for use of existing ice-maker or garbage disposal, that those are currently operable, but it is their responsibility for any repairs if they wish to use them.  

@Mohammad Sheatt  We had a similar situation with garbage on a balcony. 

If it is something as simple as removing all garbage/left behind items from previous tenants, then fixing small things (drywall, base, trim, doors, etc...)

@Peter Grote Unfortunately, @John Thedford is right foir the most part. 90% of all wholesalers are garbage with no accountability.

I also own 4 properties that are over 100 years old and bet they last longer than all the vinyl village garbage going up now.

They are also trying to provide a quality living environment (hopefully) and fliers will come across as cheap and garbage.
