You need the politicians on board because it will require a variance of some sort (because no bureaucrat is going to stick their neck out on something like this) and then the code guys on board because they have no clue how to inspect something they didn't have the chance to see every piece put together.

In my neck of the woods the Marshall's Service handles all the notices for dispossessories (our version of evictions), including the first notice that the landlord has filed against the tenant for some reason; either failure to pay rent (the most common) or a breach of the lease.Each of the servings of notices are online under Marshall's Services, both under the applicants name and the person filing against them. 
Edita D. Tenant owes us 3700$ with intention to file for bankruptcy.
