You are able to medium term in an HOA community regardless of the HOA rules, but STR you will not be able to do if the HOA does not allow it even if you live in the unit and rent out a portion of it as an STR.

Then again, the tenants would likely be C to B (at BEST), the units are older which indicates a medium term need for more CapEx Improvements, and your concerns of not being able to find a reputable property manager to manage such a property are concerning to me.
