If the budget allows, you could swap out the top panel of that overhead garage door, with a panel with windows.

We are also strong advocates for sub-metering of utilities - particularly water & sewer - in those places we operate where it is not presently permitted.It seems we've had this dance before - in an earlier discussion about the cost effectiveness of photovoltaic panels on a rental property, you were emphatic that I was incorrect in stating my local electrical utility would not purchase surplus electricity generated by a customer despite my posting a link to their website where the policy and practice were clearly stated.

In fact, I have a property that has a similar door on the back of the house and, even though the tenant didn't have an issue with it when they first rented the house, they did later express concern about the safety/security of the door due to the large glass panel and the ease with which it could be broken into.

A good way to figure this out is.....can you see and reach out and touch the heating system, the water tank, the electric panel, the utility shutoff valves ?
