There is really no paint on the inside of it, as it is all paneling and wood cabinets.    

If the budget allows, you could swap out the top panel of that overhead garage door, with a panel with windows.  

We are also strong advocates for sub-metering of utilities - particularly water & sewer - in those places we operate where it is not presently permitted.It seems we've had this dance before - in an earlier discussion about the cost effectiveness of photovoltaic panels on a rental property, you were emphatic that I was incorrect in stating my local electrical utility would not purchase surplus electricity generated by a customer despite my posting a link to their website where the policy and practice were clearly stated.  

Thank you all for the advice I have decided to get it fully ready then rent it it will have some rooms that still have the wood paneling which will get replaced at the next turnover.

Recently, we have solar panel installed on the roof, and the room temperature drop at least 5 degrees.

In fact, I have a property that has a similar door on the back of the house and, even though the tenant didn't have an issue with it when they first rented the house, they did later express concern about the safety/security of the door due to the large glass panel and the ease with which it could be broken into. 

I am also in the process of getting a house meter installed since the common areas are hooked up to their panel.

A good way to figure this out is.....can you see and reach out and touch the heating system, the water tank, the electric panel, the utility shutoff valves ? 

Work would be romex to 4-5 lights and outlets from a junction not the panel.

We really care about green apartment living, and try to attract green-minded tenants with good insulation, energy star mechanicals, solar panels, and a tilled garden bed ($30 well spent!).
