I have a wood deck that is in need of repair in the South Fulton area (Fairburn, Chatt Hills).  

Roof will probably cost 3-5K depending on the exact size and the amount of deck work needed.Post photos of the interior and we can be much more helpful..Some agents who don't know anything about rehabbing will grossly over exaggerate mold problems.Sometimes the exterior will fool you though..I went and looked at a house yesterday that looked great on the outside..

I also know the building very well - New roof 5 years ago. brand new back deck put on 2 years ago - all around very well taken care of.  

I have a 1st Mort on my PR, balance of about $97K, I also have a $50K Heloc with a Balance of $48K (served as a 2nd initially but has been used for a New Deck, Roof, Heat/Air Unit, etc over the years so I haven't hardly reduced the balance). 

Should I remove the pool and deck it over (it's an above ground with a wrap around deck) If anyone has some experience, feedback, or advice, please let me know.

I had knee surgery in 2006 when i was in the Marine Corps -- i lived on the 3rd deck and someone would have laughed me out of the building if I had requested a ramp.

We also replaced the deck in the back.

It's a lot more cost effective to buy mobile homes that already exist on the land - the cost to move a home, setup skirting, decking, etc is very cost intensive and you don't see a good return on those things - which are typically around 5-7K.
