I fully believe that if my offer is declined the buyer will accept my second offer.

However, I have exactly same question as you in regards to whether the broker bringing the deal to the investor is expecting to cover both sides (buyer and seller) transaction hence pocketing all commissions, as oppose to buyer having own agent.

I've told buyer agents this many times as a listing agent.  

I'm a beginner cash buyer, with no deals under my belt, and looking to connect and work with established wholesalers in my area to pursue my buy and hold goals, but why would any established wholesaler want to work with a beginner who maybe a bit gun shy on their first deal?  

Assume a long term wealth creation strategy is my goal as the buyer. 

I have an end buyer that I want to flip it to.

Now that you mentioned the headaches, it might be best that I focus on areas where I know I'll be able to build equity or find buyers that are looking for properties in those neighborhoods.

I plan and hope to get a low down payment amount with a first time buyer FHA loan.
