You would probably be looking at $5000+ for a heat pump that would do heat/cool.Electric baseboard heating has electrical load requirements that may exceed your current panel capacity so consider that as well before going one direction or the other.

Also, make sure that your attic access hatch is sealed to make it airtight and use a thick piece of batt insulation on top of the hatch panel.  

The walls are wood paneling, so they do not need to be painted, WA-required water heater straps and carbon monoxide detectors and possibly an insert for the fireplace and chimney. 

The neighborhood and surrounding areas have tons of homes with solar panels.

@Vashist DhananiA few years ago I went to a local event that had a panel with three tech people and the head of the largest brokerage in town.

I am sure that I will be asked about an area I know nothing about, and I have a little under a week to prepare my flyers and gifts to meet with a panel.

We just had a PM panel at the RPA's show and when asked which one of the portfolio's they manage has performed the best long term, every one of them said hands down B+.
