I'm just trying to think outside of the box to in a way local investors already are not.

Go to a big box store, buy off the shelf cabinets, have someone install them.

Wire splices outside of junction boxes.

I dont really know for sure where to post this,,,if it needs moved thats fine.I became aware for the first time about a year ago after googling Federal pacific breakers,,,as I was shopping for some double thin ones to stretch box space. 

Can I just relabel the unused 2 boxes as say "unit 11" and "unit 12" and get mail delivered?  

As they are box-shaped we think they are some sort of radiator that partially burned the floors.
