I assume that 99% of the time there are senior lien holders like 1st or 2nd mortgages ahead of the HOA, but I also wonder if any investors use this as a strategy....buying a cheap lien to then take out the seniors if there is equity in the property?

There are numerous risks that those flipping houses face, that buy and holders do not, most obviously market risk (cycles) and time/delay pressure, but also people management (contractors) etc.

If the investor is paying cash and can cure the deficiency and bring the loan out of foreclosure status obviously w/ room to do the deal like any other then would there be any problems from the lien holder?
