As she sees it, there are many more potential liabilities with dogs.But I do know that for cats she has a strict policy on up-to-date vaccinations, spaying/neutering, and a tacit expectation that they are either declawed or their claws regularly trimmed.

I do, however, require only the 1 pet I approve staying in the house (e.g. they cant get more pets)All pets need to be current on vaccinations, rabies, flea/tick etc. and submit letter from their VET certifying as such.

Generally speaking, people have short memories, so I would predict that after the risk of spread has diminished and/or a vaccine is out, the people would flock back.
