Yes a heat pump can go down to 0 degrees and still make heat but the lower the temp the less heat it can grab from outside air and the more strain it puts on the minisplits compressor/motor.

So expenses keep mounting...It is also nice that this landlord's compassion is appreciated for what it is and it doesn't require some broad "cancel rent" move to have others take note.

You really need to consider exterior mount, Direct Vent, propane tankless water heaters.
