Usually, if there was an explosion the slab has been compromised.Plumbing in concrete or under ground may be damaged.I would have real reservations about trying to re-use the slab.Chris is correct determine site work costs.

@Chad Kennedy@Adam WestYes, or rental rates are rising because of (1) an explosion of people moving into Charlotte continues to drive housing cost up (rents + prices), particularly from NY, (2) the student housing locations are also close in proximity to where other non-students want to live, and/or (3) rental rates for students are higher because investors need to compensate them selves for greater damage and higher turnover costs.

What people are saying is that there's been an explosion of people getting told that wholesaling is an easy, low cost way to get into real estate investing and there are people out there training people to make offers on houses that they cant buy, market them for 30 days, then if they cant sell them just walk away.
