Anyways in Dec or Jan , bathroom pipe burst because they never switched on the heating or power, or shut down water - during the coldest winter Seattle has ever seen.

The old window was painted shut and never opened so I'm guessing there won't be any moisture issues. 

In fact, I don't think such a thing exists but for the sake of argument here are a few things you seem to fail to appreciate the gravity of.My company laid of 20% of its staff in March 2020.An ungodly amount of in person services closed their doors leaving their staff (our rental pool) scrambling to pay the bills.Local governments shut down schools leaving mothers and fathers (ourselves and our rental pool) scrambling for childcare.Local governments put a moratorium on evictions for non paying tenantsSmall businesses who didn't fraudulently apply for PPP loans took a bath for years.The list goes on and on.

The shut down their mortgage departments at the end of 2023 though. 

But the city has increased their effort to shut down unpermitted STRs by a lot.

Preferably this would not be relatives, but would be employers, church leaders, community organizations, etc. 

I still have a few businesses out there and even though we no longer operate I have not shut down the LLC thus get that notice yearly to pay.
