I'd want to look at the condition of the roof and would look for bad/cracking asphalt or concrete  in the parking areas, fading/peeling/chipping paint, condition of the landscape, burnt out light bulbs, excessive trash, and general lack of upkeep in common areas like the laundry room if there is one.

There was a guest on the podcast who did that, but I believe there is planning that has to occur in terms of irrigation, pavement, etc.

Hey BP,  From what I know, the seal coat for the asphalt provides nice look and also provides some protection against the elements, but I also learned that seal coats won't last on older asphalt and it's pretty much not worth it.

As far as our local climate, concrete/asphalt is typically done late October/early November and starts up again in April. 

Surface- Rock or hard surface (concrete/asphalt); If on rock/asphalt put your tongue leg or stabilizer pads on wider pads to spread the weight out.

Especially if it is something you had to special order.I am not sure he is trying to rip you off, but you should politely inquire and request a refund on the materials cost.EDIT - The high average for asphalt shingle is about $150 per square.
