How do they prioritize paying rent over everything else

If you're really want to get into the house hacking direction, I would prioritize multi family and then single family if you can't find anything.

I think he likley always had the money, he just prioritized other debts ahead of mine. 

However @George Skidis mentioned last night to me about making things like this a fee in his business operations, for certain "great" reasons that are fuzzy to me right now; something to the affect that fees come before rent in prioritizing payments. 

In this case you are prioritizing a lower guaranteed return over a higher risk / higher return.Using leverage when you are growing your business is a great idea to maximize return.

Assuming all other things being relatively equal (ie you won't be investing in a market that doesn't cash flow, obviously) prioritize people over market.

I’d prioritize my lifestyle preference over potential appreciation when deciding between those two different environments.

More experienced investors often prioritize items such as the value of the value add, amount of market and rent appreciation projected, how passive is the purchase, etc.It is my opinion that SFRs purchased at retail today in San Diego will have negative cash flow when financed at tradition LTV (all cash of course will cash flow).
