Today i cant drive past an apartment building without trying to see the deal that lies within, i will pull off the highway if i spot a building i haven't seen before (drives my wife nuts) i keep a camera and a note pad in our vehicles.As @Joe Villeneuve alluded to above come up with a plan on what kind of investor you want to be, and work that plan tweaking it as you go and keep moving forward, everything else will start falling into place. 

Which means you cold go to the county website and search that case number to see the details.

It sounds like you came across either a lazy agent, someone who doesn’t frequently work with investors (most agents don’t), someone who has a poor understanding of providing exceptional service or someone who doesn’t feel you’re in a serious enough mindset to purchase (doubt it’s the last one, just letting you see the whole field of view from an agents perspective).

Update though...took a very seasoned investor who is mentoring me to see the house and he told me "no way!"

It'll be like 2009 refi bumped rate no closing costs, 2011 refi bumped rate no closing costs , and BAM Jan 2013 spending a crap on points final refi 2.5% 30yf never selling that house never refinancing it again (Jan 2013 b/c you can only see the true true floor a month or two in hindsight).

On a national scale, we see the Case-Shiller index check in at 224 for the past 3 months.

I don't see the real estate market flipping over night to deals everywhere, but as a wise man once said, "future is difficult to predict, because it is always changing". 

Still need to see the old returns to verify things like past depreciation and suspended losses.
