I will give you the common-sense answer below, but this is California, where common sense doesn't exist.A mandatory evacuation is outside of your control, so you shouldn't suffer financially because of it.

I just learned this has now become a voluntary requirement for the time being as there is a court order to stop this reporting.

The next level up is hiring a revenue management company or VA to do this for you.

I've already contacted the county planner and was told I'm not able to convert this garage to an ADU because of setback requirements.

As I'm new to this domain, I would to hire a consultant to perform some zoning and other due diligence activities.

I don't know any lenders doing this other than possibly the VA (can anyone confirm/deny this?)
