We paint ceilings and walls before flooring to avoid any splatters (especially if we're spraying) but baseboard trim usually gets done after flooring is in because it often requires new baseboard or at least quarter round.

I'd still work in the rain, as long as the ground wasn't saturated.In the off season, I trimmed trees, landscaped, did clean up, odd jobs, and sold firewood, which was very complimentary to the other work.
