If they can't pay the electric deposit, do not let them move in.Why would you think they will be able to come up with the money at some magical later date.And, you've set a precedent by allowing them to move in with electric provided.

First off the website is in English and the calls come in from California using a magic jack line (very cheap phone service you can plug into the wall...mobile and not very traceable).  

I'm guessing most people haven't hit that magical six figure point yet and that it takes work to get to that point.

Also, owners are buying properties that are not good investments and expect a PM to work magic to make it cash-flow.
