If they can't pay the electric deposit, do not let them move in.Why would you think they will be able to come up with the money at some magical later date.And, you've set a precedent by allowing them to move in with electric provided.

First off the website is in English and the calls come in from California using a magic jack line (very cheap phone service you can plug into the wall...mobile and not very traceable).

It was even listed in 2016 for 100,000 and didn't sell then- that is why i put purchase price for 100,000- thinking that may be the magic number or the top of what i would be willing to pay.

Paying them off in one lump sum would save you some of the interest charges but would not do magic to your credit score.I don't know your whole situation but look at it from all angles and hopefully you come to a good solution.
