There will be properties which, for a variety of reasons, will be outliers for a period of time - when you have one which runs below this window, you smile and profit, but it would be unwise - and unsupported - to build a business model based upon a {temporary} outlier.Windfalls are more pleasant than shortfalls.

If a landlord follows the laws in LA (set in 2005), which includes paying for temporary relocation including food, lodging, telephone transfers, moving expenses, etc, the landlord can apply 50% of the costs of improvements on to the lease (capped at 10% increase).

If they have your back, and you have the place insured with airbnb and privately id assume, then id say pick your battles, kiss some *** even if you’re in the right and try to get through your first quarter then bump the price, restrict locals from instant booking or at all, place a higher deposit on bookings, have a 2 night min and just realize its temporary.

I have seen you indicate that owner occupancy is required for owner/builder but that is not the case for any jurisdiction I have/had properties including city of San Diego (your old stomping ground), San Diego county, escondido, and Gulf Shores AL.

This is why I advise everyone to put HML as a plan Z, the absolute LAST resort and to only consider once everything else has been exhausted AND with EXTENSIVE consideration to assure, without a doubt, it will be very short-term and is ONLY a temporary bridge-financing.
