Phoenix already recycles a lot of waste water, but most of it is used for cooling the Palo Verde nuclear power plant to the west of the city, the largest in the US and the only one of it’s kind not located on a body of water.

A couple of years ago when the regional water deal was being put together by the suburbs and Chamber of Commerce there was going to be money in there (from the suburbs) that would have paid to replace those lines plus upgrade the plant, develop a second intake, and upgrade sewer lines.
