you could consider a written agreement to have permission to have access to unit until the work is completed, Its not easy to live in a place under construction in any situation but it could work out.

Plus, you can't really sell something you don't own, even with the lenders permission.

But again, around here, we have to have an approved site plan/permit and an approved building plan/permit before we can actually start construction (although occasionally we do get permission to start excavation ahead of the building permit).Good luck!

You don't need the tenant's permission to maintain the home.
