The capital structure is still just debt financing but each financing (ARM or balloon) can drastically influence some very critical issues.

I think my blending of loan products is also influenced by how much financing I'm willing to do across my whole portfolio.

Don't try to stretch the number because of outside influence or emotion.

This preserves rural lands but creates an artificial price influence too.  

Make sure you make them feel responsible for part of the property even though it's yours if you make them feel good and responsible they (tenants) tend take pride in the property and the next time it may influence them to act on their own and fix the problem on their own.

@Cody Croteau contact the appraiser, you should be able to influence them, especially if you have some good info on comps, upgrades etc. 

There are so many factors that could influence this.

If the owners, or third parties acting on behalf of the owners, are purposefully bidding to influence the final sale price? 

I would not be happy to buy some land expecting the government to extend the sewer system only to find out the canceled the project.How much influence should we allow theses plans to have when making our own financial decisions?
