You buy the property and you have to live with the existing leases in place.Look at the leases and verify the rents are current.See if you can talk with the tenants to see what problems they have with their unit and what their plans are.

Even if delivered vacant it can take a considerable amount of time to legally de-regulate a stabilized building and it mostly requires you to have the units vacant for a period time (no cashflow).

Many Multi-Family properties acquired in 20/21, are down 25-35% due to rise in interest rates in 22-23, often wiping out much of the equity, so property unlikely to be sold in next few years, may be hard to find a buyer just now for units, but good luck.

If the unit is located in an area full of single professionals who have good jobs and no kids and would be concerned about evictions on their credit you're probably better off to limit your renter pool to the top candidates.
