Is it just a little rust from washing machine feet, that will be covered by the next tenant's washer?

If you guys are willing to give it a world you could also blow in your own insulation by buying it at home depot and they may even throw in the blowing machine for free.

We also occasionally utilized Ozone machines if the smell was really bad. 

Most machines have it but the cheapest do not.
