Each of the programs has certain contractors associated with them and they pay the contractors directly as they complete the work on the home.(2) It is a tax lien on the home and the "program" is the 1st lien holder.  

If we decide to make an offer, is it possible to either 1.) make the sellers put the full price of repairs in escrow (even though the other unit holders will benefit from the improvement); or 2.) make the offer contingent upon the condo association putting a certain dollar amount in escrow to handle the repairs; or 3.) do a combination of 1 and 2 saying that if all of the owners don't put a certain dollar amount in escrow by a certain date then the sellers pay the full amount of forfeit the deal?

Any lein holder can subordinate their position to a new senior lien.

Hi Sue.Most of the time, you can find the note holder information in country records.

The other home had some things that were better than ours and visa versa.

You have the same amount of recourse with a green card holder as you do a citizen.  

The former owner is the current note holder.
