Sounds like the same approach as the Professional Tenant From Hell sticky that's on the top of this section of the forum.

Since he's not on the lease and did not live with the wife in the apartment, I don't see how military orders would apply.If they are not living together due to the husband being based somewhere else, that might be a sticky situation.
