Yea yesterday we called a bunch of contractors, we have one basement waterproofing guy, one floor finishing guy, one demolition guy, and one driveway and sidewalk guy coming in on Monday to give us quotes.

Builder lots are those lots ready for the home builder - streets, sidewalks & utilities, etc finished. pm sent. 

One contractor said that the sidewalks do not get waterproofing and my steps do not need it either.

Ultimately, the homeowner will win the right to park close to their house and have a curb cut and new sidewalk installed at the condo's property owners expense.  

Is the box on the property or is it at the street/sidewalk on city-owned property?

One tenant is complaining they are constantly having to remove trash from the parking area and along the store front sidewalk.

This probably also doesn't include things like utility hook-ups, landscaping, sidewalks/driveways/pathways, etc.I'd expect that you'd be closer to $80-100/sf all-in if you use a reasonably priced builder...
