Some areas of law are so pervasively regulated by federal law, that federal statutes supersede state law and local statues only apply where federal law is silent or, maybe, completely local (federal preemption).

You'll have to honor existing leases (very few exceptions) and follow statue (like if you're only allowed a 10% increase per 12 month period).Do you need to honor the original lease? 

On Home Depot, search for shower wall panelsand they have some that can be shipped in that are granite or marble look.
