In NYC usually heat, water and sanitation are the landlords responsibility. 

Inflation is just not dropping significantly, and with the continuing issues in Ukraine, watch folks wallets get tighter and tighter as people struggle to pay their heating bills this winter.

Gas heat access is better than electric for example if you have a choice.

After purchasing, I removed all the radiators, boilers, and the large oil tank, then installed 2 central heating/cooling system's with air duct's throughout the entire home. 

When I do get calls, it's for no heat/AC, roof leaks, or maybe a sewage stoppage. 

Landlord shall maintain, and/or repair/replace the plumbing, heating, cooling, electrical systems, and the exterior walls and roof of the Property.

Then, that winter, the steam heat system froze, and we got a call from a neighbor about a giant icicle hanging off the back of the house.

I'd say yes if you were two zone for heating or if you are doing major rehab.  

I have heard of thermostats that you can install that have a minimum temperature setting (say, 50 or 55 degrees F) to automatically turn on the heat even if the tenant doesn't have the heater on, and we'd like to put those in to prevent frozen pipes.
