On top of what everyone else said, I would say go to multifamily conferences and meet the players syndicating deals IN PERSON. 

In terms of actual areas in the bay, do folks recommend one of the following:South Bay <SC, Sunnyvale>; East Bay <Berkeley>; TriValley <Dublin> or SFOr would you recommend sitting on the sidelines, wait and watch, and do a HYSA/CD to see how/where the market heads ?

There are players that you may want to deal with in the future that may be concerned that you would slander them from the rooftops over the slightest of offensives.
