@Preethi S. understand your concerns about PMCs defending themselves and throwing owners under the bus.But... how is it okay for you to NOT share all the context, yet throw the PMC under the bus, and by extension all PMCs?

To answer your question (that wasn’t actually aimed at me) my concerns are investing in an area that I’m completely new to and building an out of state team that will be effective. 

Send her a certified letter (keep a copy for yourself) with your concerns of her not turning on the heat and the problems that can occur with frozen pipes and repair cost in which she will be liable for if she doesn't comply.Is she using space heaters instead?

Seeing words in that language like might, try and "not at all" would concern me if I were reviewing their fund for investment!

You have a skillset that could be extremely useful for quick fixes and landlord issues and from there you can bridge relationships and partnerships to enhance your knowledge of real estate investing and couple your skills.

If privacy is a concern with young kids at home, you might look for properties with separate entrances or a layout that keeps your space distinct.You mentioned having substantial equity in your home, which is a great resource.

The tenant is understandably frustrated and has mentioned safety concerns due to slipping hazards caused by the water.

Rehab is nice so I don't think that will be a concern, this is also off street parking so ones with garage will be favored more if you are priced the same.
